The art department TCNJ or better UDEL a BFA?

I am particularly interested in drawing, photography, manufacturing books, ceramics. I do not think either of the classes in metal arts jewelry / but if they do it too! I also have to choose between one of these schools or Rutgers. I looked at the online classes and I'm still not sure which is better.

Go the websites of each college and ask there. You learn a lot by looking at what courses are offered. Other schools that teach ceramics are the University of California at Davis and California College of Arts and Crafts (CCAC). Photography is a very well developed program at Sacramento City College. The design is excellent in all of these colleges, because they each have some of the best living artists living on the staff. I do not know that binding (making no book). CCAC also an excellent program for making jewelry. Some other colleges in the Bay Area in California are also great for making jewelry, but I've long forgotten their names. Again, consult the websites of colleges and learn a lot.
